Since the current Government was elected in 1997, an average of 44 Parliamentary Acts per year have been passed. From 2007, 28 pieces of legislation have been enacted that have implications for the police service workforce. These vary in size and scope, and so does their impact on the work of the Justice sector and in particular the police service. However, many have had a direct impact on the way in which the police service carry out their work. In this section we concentrate on legislation that tends towards a larger impact on the skills needs of the workforce, both currently and in the future.

Legislation is defined in this chapter as Public and Local Acts of UK Parliament, Explanatory Notes to Public Acts, Statutory Instruments and Draft Statutory Instruments.

The provisions of new legislation may not always be immediately implemented. In some cases, legislation was passed in 2004 - 06 but explanatory notes or statutory instruments did not come into force until a year or more later.

Some key pieces of forthcoming legislation, like the Policing & Crime Bill and the Coroners and Justice Bill are covered in the Cross Cutting Themes section to avoid repetition.
